Job Title: Project Officer (m/f), national position
Unit: Office of Caritas Switzerland in Bosnia and Herzegovina (CACH in BiH)
Duty Station: Sarajevo (with frequent travels across all BiH and abroad)
Start of Assignment: as soon as possible
Reporting to: Project Manager
Duration: 1-year contract with a possible extension based on performance and depending on available funding. Probation period is three months.

Caritas Switzerland is an independent Swiss NGO, engaged in Switzerland and in 20 countries worldwide. We operate in BiH since 1992 and opened our BiH Country Office in 1995. Initially, our activities focused on reconstruction and humanitarian aid. Today, we focus on the support of long-term development and fight poverty through the main areas of Income, economic and market system development; social inclusion; tackling the challenges of Migration; and addressing linkages between Climate change, green transition, energy poverty and energy efficiency. Project:
With its overall goal to address climate change and to promote a fair green transition in BiH, making livelihoods sustainable and securing the use of natural resources, the project will:
- Significantly reduce energy consumption and greenhouse gas emissions of public buildings
- Work with selected municipalities and civil society organization on improved access to modern and affordable energy services reducing energy poverty on household level
- Enhance knowledge and practical experience of current and future specialized workers or experts in applying EE/RE
- Improve employability for those directly or indirectly affected by the green transition process and connected economic participation, as well as for graduates from technical high schools and unemployed persons in the local private sector
We seek a dynamic, responsible and self-reliant person as Project Officer for a project related to Climate in general and Energy Efficiency / Renewable Energy technologies and green transition specifically. She/he will be a part of CACH staff and will assist in further developing, planning, implementing, supervising and monitoring of project activities, together with the Project Manager.
Responsibilities:
Under the overall responsibility of the CACH Country Director, under the direct supervision of the EE/RE Project Manager and in close coordination with the local institutions and partners, the Project Officer will support the further development and implementation of project activities through:
- Participation in the project development process, including active involvement in group collaboration for writing the project proposal
- Outreach to project beneficiaries: field visits, assessments, counselling, problem solving etc.
- Liaison and cooperation with municipal authorities and local stakeholders
- Monitoring of project activities and contextual developments
- M&E: Data collection, data analysis and report writing
- Organization of events and trainings
- Administrative duties such as filing, budget control etc.
- Other tasks as assigned
CaCH BiH is transitioning to an agile working model. Therefore, the successful candidate is expected to work in an agile manner, lead and contribute to working groups, and participate in communities of practice within CaCH, both in BiH and internationally.
Qualifications and Experience:
- A Bachelor’s or higher degree in a field related to climate change, energy efficiency or renewable energy;
- Minimum 3 years of experience in the implementation of projects related to climate change, renewable energy and/or energy efficiency, green transition
- Experience with projects financed by international donors is an asset.
Skills:
You will need to have:
- Proven experience with climate related aspects on national and/or global levels;
- Familiarity with international agreements and policies on the aspect of climate change, including knowledge of global initiatives and frameworks for sustainable development, decarbonization, and the green transition, as well as the ability to integrate these principles into organizational strategies and operations;
- Strong communication skills, orally and in writing, to establish and maintain effective communication with the target groups, partners, public and private sector;
- Ability to work self-reliant while being part of a team;
- High degree of self-initiative and flexibility;
- Analytical thinking and a structured approach to problem solving;
- Basic knowledge of project cycle management;
- Proficient computer skills (MS Office);
- Previous experience with M&E (data collection, data management, data analysis) is a plus;
- Excellent knowledge of B/H/S language and proficiency in English language;
- A valid driving license for cars, active driver;
- Availability for frequent travel within BiH and abroad (up to seven days consecutive days must be possible).
